Master Plan

In 2018, a significant parcel of underutilised BlueScope land in Port Kembla was gifted to the Flagstaff Group with a bold ambition: to establish a Community Campus within the industrial heart of the steelworks. This unexpected green enclave presented a rare opportunity to transform residual land into a shared civic asset. 

Edmiston Jones facilitated a series of structured community forums, bringing together a broad cross-section of stakeholders to define a collective vision. Themes of environmental stewardship, education, cultural expression and shared use emerged as clear priorities, shaping a cohesive and values-driven Master Plan. 

Key initiatives include an inclusive, all-ages playground with supporting amenities and parking, community gardens, picnic areas and interpretive cultural trails. Existing buildings are repurposed to support training, events and outdoor programs—maximising social return on existing assets. 

The result is a strategic, community-led framework that enables staged delivery while safeguarding long-term purpose: a resilient, inclusive campus designed to serve generations.
